Apple doesn't host podcasts or store artwork or episode audio files. Instead, Apple Podcasts is a directory of user-submitted shows available for download from third-party servers. A host takes the elements that form your podcast and creates an RSS feed, and you submit it to Podcasts Connect. You can create an RSS feed and host it through a podcast hosting provider.
